By The Biden administration has finalized a rule banning the sale, import, and use of connected vehicle hardware and software systems from China and Russia, citing national security concerns. The rule applies to Vehicle Connectivity Systems (VCS) and Automated Driving Systems (ADS) linked to entities in these countries.
It restricts components enabling connectivity through Bluetooth, cellular, satellite, and Wi-Fi, as well as the sale of connected vehicles manufactured by Chinese or Russian entities, even if produced in the U.S. The restrictions will take effect in phases, beginning with software in Model Year 2027 vehicles and hardware in Model Year 2030.
While the initial ban applies only to passenger vehicles, regulations for commercial vehicles such as trucks and buses are under development. The U.S. government justifies the move by emphasizing the potential risks of sensitive data breaches and critical infrastructure disruption through foreign-controlled technology. Automakers must now reassess their supply chains to comply with these rules.
The decision has drawn criticism from China, which accuses the U.S. of protectionism and violating market principles. Despite this, the ban underscores U.S. efforts to strengthen cybersecurity and protect its automotive industry from foreign threats.
